For those who keep up with Google News Search Index and changes, here's a big update.
This makes it clear to me, a professional who's worked with GNAS for nearly 20 years, Google's fed up with the 'clone news sites' and people just trying to generate sites with profit.
It was announced recently that Google News search index would launch a "Highly Cited" feature and it's indeed here. Along with this, a new "see similar headlines" upgrade. More importantly, the HC feature. See below an example in a photo from TechCrunch.
In layman's terms, this is a way to identify sites that have a history of breaking fresh content an original stories. Google's doing this to push sites to have real quality content and not just be a spam site.
My opinion as a professional, this is also signs that Google's aiming to devalue and begin to remove spam news sites. Especially since the rise of automated news cloning software that can pump out readable content (though it's still trash level; won't get high time retention from users) and allow people to create Google News sites soley to sell guest posts.
If my opinion is right and I feel I'm fairly accurate with such judgements; There will be a sharp drop in SERPS for sites that are buying guest posts from spam news sites. It's probably already taking place.
If a site does not have real news flowing daily from real Native writers,simply put, it's going to tank and all those depending on it's links will tank too.

1) News Quality in Quantity
2) User Retention
According to various sources I've read, it's only for real news. Investigative Articles/High Quality rumors, Local and International News, Interviews, Local News, and Announcements. Press releases are also said to be included but this does not seem to be the case for most PR stories. It's only for Press Releases that catch fire and get syndicated through various blogs.
Rapidly Evolving Topics Tag
Google News is also adding a rapidly evolving Topics tag. To accompany Highly Cited Stories, there will be this additional feature to give people links to the latest 'tidbits' being added to a developing news story.
Or in layman's terms, as people make blurbs about things happening in a case or news report, "Rapidly Evolving" headlines will be pieced together in an organized format so people can follow the latest breaking update.
All of these features will be help in identifying trusted Google News sources, according to the search company's staff.
