There are many good health insurers, but finding the one that best meets your needs takes some time.
To help, the Insure.com editors gathered rate data and looked at health insurers’ AM Best financial stability scores and National Committee for Quality Assurance ratings, which evaluate health plans on member satisfaction, among other factors. We also surveyed members to gauge each company’s level of customer experience and its policy offerings. We asked customers if they trusted their insurer, whether they planned to renew their current policies and what they thought about their insurance company’s digital experience.
Based on that data and other important insurance metrics, we rated the best health insurance companies of 2023 and gave each from one to five stars.
The top health insurer is Kaiser Permanente with 4.2 (or, more precisely, 4.164) stars, according to our analysis, followed closely behind by UnitedHealthcare also with 4.2 (or 4.158) and Aetna with 3.8 stars.
“Consumers certainly want to save money and receive a low premium when choosing an insurance company. However, it is important to also consider factors such as financial ratings, regulatory compliance and customer satisfaction,” says David Marlett, Managing Director, Brantley Risk & Insurance Center at Appalachian State University, and an Insure.com editorial advisor. “These rankings incorporate all of these issues and provide the consumer with a more comprehensive approach to evaluating insurance options.”

Insure.com’s best rated health insurance companies are among the market leaders. The list features well-known names such as Humana and Cigna, as well as several Blue Cross and Blue Shield companies – including Anthem and Blue Shield of California.

How we picked Insure.com’s top-rated health insurance companies

Insure.com in the fall of 2022 surveyed more than 1,500 people about insurance. The survey was conducted by online market research company Slice MR. Respondents were asked to rank their insurers.
The editors then selected – based on the number of survey responses – the top companies for further evaluation.
Insure.com’s editors also gathered AM Best grades, National Committee for Quality Assurance (NCQA) scores and more to make their final selection of the nation’s best health insurance companies.
Some familiar names, such as Health Care Service Corp. and Oscar Health, didn’t make the top 10 list because those companies didn’t generate enough survey responses for the editors to do a fair evaluation.

Kaiser Permanente
Kaiser ranked No. 1 overall in Insure.com’s ranking of the Best Health Insurance Companies for 2023 – earning 4.2 (or, more precisely, 4.164) stars out of 5.
Kaiser, one of the nation’s largest not-for-profit health plans, was a top performer in several areas in our insurance consumer survey, including the policy offerings and trustworthiness category. The company also received the highest National Committee for Quality Assurance ranking – 4.5 out of 5 stars. If you’re looking for a health insurer that provides great customer satisfaction and has strong loyalty, then look no further than Kaiser Permanente.
UnitedHealthcare
UnitedHealthcare ranked second overall in Insure.com’s ranking of the Best Health Insurance Companies for 2023, earning 4.2 (or, more precisely, 4.158) stars out of 5. The company also received a high National Committee for Quality Assurance rating – 3.5 out of 5 stars.
If you’re looking for an insurer with extensive national coverage and a wide range of offerings, UnitedHealthcare is definitely worth considering.
Aetna
Aetna, which ranked well for affordability and trustworthiness, is No. 3 on Insure.com’s 2023 Best Health Insurance Companies list – earning 3.8 stars out of 5. The company also received 3.5 out of 5 stars from the National Committee for Quality Assurance. It scored the best for affordability and did very well in most of our survey categories.
Anthem
Anthem Blue Cross Blue Shield, which ranks highest for loyalty, is fourth on Insure.com’s 2023 Best Health Insurance Companies list – earning 3.6 (or, more precisely, 3.63) stars out of 5. The company also received 3.5 out of 5 stars from the National Committee for Quality Assurance.
One of Anthem’s key strengths is its high member loyalty, with 95% of customers saying they would stick with the insurer – the highest score among the companies we ranked.
Humana
Humana, which gets high marks for customer satisfaction and being an all-around solid health insurance provider, is fifth on Insure.com’s 2023 Best Health Insurance Companies list – earning 3.6 (or, more precisely, 3.61) stars out of 5.
The company also received high marks for having a strong provider network and policy offerings. More than 90% of customers said they would recommend the company to others. Humana earned 3.5 out of 5 stars from the National Committee for Quality Assurance.
Blue Cross Blue Shield of Michigan
BCBS of Michigan had one of the highest rankings in our consumer survey for customer satisfaction, landing the company at No. 6 on Insure.com’s 2023 Best Health Insurance Companies list. It earned 3.5 stars out of 5. It also received 4 out of 5 stars from the National Committee for Quality Assurance.
The insurer ranks highly as a good all-around health insurance provider.
Blue Shield of California
Blue California ranks high for affordability and customer service. It’s seventh on Insure.com’s 2023 Best Health Insurance Companies list – earning 3.3 stars out of 5. The company received 4 out of 5 stars from the National Committee for Quality Assurance.
It gets high marks as a good all-around health insurance provider. It’s a frontrunner for people looking for an insurer that delivers high customer satisfaction combined with good value for the money.
Blue Cross Blue Shield of Florida
Florida Blue rated well for having low deductibles and a good provider network. It’s No. 8 on Insure.com’s 2023 Best Health Insurance Companies list – earning 3 (or, more precisely, 2.98) stars out of 5. The company also received 3.5 out of 5 stars from the National Committee for Quality Assurance.
Molina
Molina ranked No. 9 on Insure.com’s 2023 Best Health Insurance Companies list – earning 3 (or, more precisely, 2.96) stars out of 5. The company has a respectable 3 out of 5 stars from the National Committee for Quality Assurance. It ranks high for trustworthiness.
Cigna
Cigna, which ranks high for affordability, is No. 10 on Insure.com’s 2023 Best Health Insurance Companies list – earning 2.9 stars out of 5. The company also had 3 out of 5 stars rating from the National Committee for Quality Assurance. Customer satisfaction was one of the most important factors in our health insurance consumer survey. Kaiser was the top-ranked company in this category, although Blue California and BCBS of Michigan also did well.
